That can irritate infrastructure teams, because they usually did exactly what they were asked to do: provision a VM, harden it, install the service, point it at SQL Server, maybe put a reverse proxy in front of it, and declare the platform ready. In most cases, it wasn’t.
What usually happened is simpler, and more awkward: the organization designed the service backwards.

It’s deciding repository boundaries, user access patterns, identity assumptions, security zones, integration constraints, operational ownership, and what kind of service you are actually trying to run. And government is where this becomes painfully obvious. Shared services. Multiple agencies. Prime suppliers and subcontractors. Internal delivery teams. Segregated networks. Records retention obligations. Audit pressure. Security controls introduced late. Every one of those conditions turns what looks like a straightforward install into a service design problem.
So this is not a product walkthrough. It’s an argument. A slightly contrarian one, admittedly, because I’ve seen too many teams spend weeks debating ports and certificates while nobody can answer a much more important question: are we building a departmental modeling service, a cross-agency platform, or a controlled collaboration enclave for one transformation program? The government pattern I keep seeing
The story is dull precisely because it is so common.
A central architecture team buys Sparx licenses and gets approval for Pro Cloud Server. The infrastructure team provisions a Windows VM. The database team creates one SQL Server database because that feels efficient and tidy. The security team gets involved late and insists on SSO, a reverse proxy, and maybe a WAF before go-live. Someone says there should be WebEA because executives want browser access. A supplier asks for access. Another team asks for API integration with the CMDB. Delivery teams are told, in one form or another, “please use the enterprise repository.”
At that point, the anti-pattern is already underway.
Six months later, there is one large repository acting as a landfill for strategy models, application catalogs, target-state capability maps, solution designs, migration roadmaps, and random project artifacts from three unrelated programs. MDGs are inconsistent because nobody really governed them. Searches feel slow. WebEA disappoints because stakeholders assumed it would behave like a modern collaborative wiki. Permissions are either far too broad or impossibly granular. The API exists, technically, but the integrations are half-finished and no one trusts the data coming out of them. Upgrades get delayed because nobody is sure who actually owns the platform.
I’ve seen exactly this pattern in departments, agencies, and quasi-government bodies. Different logos, same failure mode.
And the part people rarely say out loud is that the original setup looked sensible. One VM. One SQL database. One enterprise repository. One access point. It sounds neat. It even sounds governed.
In practice, it is usually neither.
What they built, mostly by accident, was a shared service with all the complexity of a shared service and none of the funding, ownership, or operating discipline needed to run one properly.
That is the default anti-pattern.
What Pro Cloud Server actually is, and what people imagine it is
There is a very practical distinction here, and teams gloss over it all the time.
Pro Cloud Server is not your architecture practice. It is not your governance model. It is not a magical collaboration platform. It is an access and service layer that brokers connections between clients and repositories, supports secure remote access, enables WebEA and integration patterns, and gives you a more controlled way to expose modeling repositories than direct database access.
That matters more than it sounds.
Because what people often imagine they are buying is something closer to a cloud-native architecture platform with built-in collaboration semantics, universal federation, elegant identity abstraction, and low-friction multi-tenant governance. A repository estate, not a single mystical “enterprise source of truth.”
Once you accept that, the design conversation gets a lot more grounded. Sizing stops being just a server discussion and starts becoming a repository usage discussion. High availability assumptions get tied to actual business criticality rather than generic infrastructure standards. Patching becomes a service management concern, not a one-off technical task. Network placement becomes about trust boundaries and access modes. Identity strategy stops being “can we bolt on SSO later?” and becomes “which user populations need which type of access, under what audit model?”
This is where many teams get caught out. They overestimate what the product will solve for them and underestimate what they still need to design themselves.
That gap is where disappointment tends to live.
Before the diagrams, decide what service you’re building
I’d go as far as saying this is the first real architecture decision. Not the install. Not the reverse proxy. Not the SQL sizing.
What kind of service is this?
A single departmental modeling service is one thing. A shared government architecture platform is something else entirely. A program-specific repository with tightly controlled external access behaves differently again. And a supplier-access enclave for co-authoring on a transformation initiative introduces another set of constraints altogether.

Take a straightforward departmental service. Internal architects, mostly trusted users, one corporate identity source, limited external exposure, a handful of repositories by domain or lifecycle. That can be lightweight. It can sit on a single Windows server for a small team if you are honest about scale and risk.
Now compare that with a shared platform across agencies. Suddenly you are dealing with federated identity, repository separation by portfolio or classification, stronger audit expectations, formal service onboarding, delegated administration, and probably pressure to standardize MDGs and taxonomies. That is not a small tool deployment. It is a platform service, whether anyone wants to call it that or not.
The mistake I see repeatedly is that teams accidentally build the second while budgeting, staffing, and governing it like the first.
Then everyone acts surprised when it hurts.
A practical government reference architecture
Let’s anchor this in something realistic.
Imagine a government department running a multi-year transformation. Internal architects need full authoring access. An external systems integrator needs access to selected program repositories. There is a separate secure network segment for sensitive work. SQL Server is the backend. Identity is based on Active Directory and Entra ID. External access goes through a reverse proxy or WAF. WebEA is available for read-only stakeholders and senior decision-makers who want browser-based visibility without using the rich client.
That is a very normal scenario.
Logically, the environment includes:
- EA thick clients for internal architecture and design users
- Pro Cloud Server as the controlled service layer
- WebEA for browser-based read/review access
- reverse proxy / WAF for managed ingress
- identity provider using AD and/or Entra ID
- SQL Server repository databases
- file storage for imports, exports, backups, and admin artifacts where needed
- monitoring and logging to something central, ideally not just local Windows logs
- a separate admin plane, or at least segregated admin access paths
The trust boundaries matter more than the component list.
Internal users should not be assumed equivalent to partner users. Admin access should not ride the same path as normal user traffic. Database servers should not be exposed directly to broad network zones. And supplier access should be mediated through controlled services and scoped repositories, not by handing them a VPN into your internal network and hoping your repository permissions are immaculate.
They won’t be.
For a small team, yes, this might collapse onto one Windows server with PCS and perhaps WebEA co-located, backed by SQL Server elsewhere. That can work. I’m not ideological about that. But in more regulated environments, I would usually separate reverse proxy, PCS/WebEA, and database tiers. Not because the product demands complexity, but because the operating environment does.
And please, have a non-production environment. Lightweight is fine. Crude is fine. But no non-prod at all is still one of the biggest own-goals I see in practice.
The key thing not to expose directly: the repositories themselves. I still run into environments where people open database access from multiple networks for convenience. It feels efficient in week one and irresponsible by month six.
The architecture choices that look efficient but age badly
Some decisions have a suspiciously good first month.
One repository for everything is the classic example. Teams choose it because they think it simplifies governance. In reality, it usually buys a quick start at the cost of scale issues, security confusion, naming chaos, and political fights over ownership. A repository portfolio by domain, lifecycle, sensitivity, or program is usually healthier, even if it annoys the “single source of truth” crowd.
Direct database access from multiple networks is another. Fewer moving parts, yes. Also a wider attack surface and a support model that becomes brittle the first time networking changes or audit asks difficult questions.
SSO added after go-live. Very common. Very avoidable. The short-term speed is seductive. The rework isn’t.
Shared admin accounts. I understand why teams do it. I also think it is one of the laziest bad habits in enterprise tooling. If you cannot tell who changed what, you do not have control—you have wishful thinking.
Selling WebEA internally as a full collaboration platform is another one. It gets executive buy-in quickly because browser access sounds modern. But if expectations are not set properly, disappointment follows, and people work around it with SharePoint pages, PowerPoint snapshots, email distribution, or ad hoc exports.
And then there is the old favourite: giving suppliers VPN access into the internal network because it feels like a standard enterprise pattern. It is familiar, yes. It is also a support and security headache when a segmented access model through proxy, scoped repositories, and clearer identity boundaries would have been cleaner.
These are not product mistakes.
They are service design mistakes.
The repository strategy question almost everyone dodges
This is the real architecture decision.
Not because it is glamorous. It isn’t. It is awkward, political, and often delayed because nobody wants to decide who gets their own repository and who has to share. But repository partitioning drives performance, security, administration, backup granularity, and the day-to-day usability of the platform.
There are several valid partitioning models:
- by agency or business domain
- by transformation program
- by environment or lifecycle
- by sensitivity classification
- by supplier boundary
Every one of these comes with trade-offs. More repositories mean more admin overhead and some loss of effortless cross-repository traceability. Fewer repositories mean weaker isolation, noisier search, coarser backup and restore, and more internal contention over structure and standards.
In government, this gets especially sharp. A central EA office may want a single active repository across justice, health, and transport portfolios because “one source of truth” sounds strategic. In practice, those portfolios often have different security assumptions, supplier ecosystems, operational cadences, and governance maturity. Putting them all in one active repository can create the illusion of coherence while producing one source of confusion.
That phrase, by the way, is one I use deliberately. “One source of truth” is often a slogan that collapses distinct truths, different trust levels, and incompatible operating contexts into a monolith that nobody can govern cleanly.
A better pattern is usually federated: shared reference data, common frameworks, controlled MDGs, standard taxonomies where they genuinely help, but separate active repositories where boundaries matter. You can still define canonical viewpoints and publishing standards without forcing every model into a single container.
That is a more mature form of architecture governance. Less romantic. More workable.
And yes, there is some duplication in that model. I would accept a bit of duplication in exchange for cleaner boundaries almost every time.
Setup sequence that works better than infrastructure-first
If I had to force one discipline on teams, it would be this: stop starting with the server.
The sequence that tends to work is more like this:
- define the service model and who owns it
- define the repository estate and naming conventions
- classify user groups and access modes
- decide authentication and identity patterns
- define trust boundaries and network exposure
- stand up non-production
- configure PCS and connect test repositories
- validate WebEA and integration behaviour
- operationalize logging, backup, restore, and patching
- migrate users gradually
Why that order? Because it reduces rework.
If you know your service model, repository boundaries, and user classes before you configure production, then SSO, proxy rules, SQL layout, admin delegation, and onboarding workflows become implementation details of a coherent design. If you start with installation, every later decision causes refactoring. Identity assumptions change. Repository strategy changes. Supplier access arrives late. Security asks for a new trust boundary. Suddenly the “simple install” becomes a redesign.
I’ve lived through both sequences. The second one always feels faster in the first fortnight and slower for the next year.
Authentication and access: where government complexity shows itself
Identity is where government reality arrives with a clipboard.
You rarely have a single user population. You have permanent staff in AD, contractors with awkward lifecycle management, suppliers on federated identities if you are lucky, local accounts if you are not, privileged admins, service accounts for integrations, and occasionally senior stakeholders who need read-only access but never enough motivation to learn a thick client.
The common mistake is to mirror every org-chart nuance into tool permissions. Teams try to model the institution’s entire reporting structure in repository security and end up with something nobody understands or can safely maintain.
Don’t do that.
A better approach is role-based access tied to repository purpose, not to every wrinkle of the HR system. Policy architects might have author rights in strategy repositories. Delivery partners might get controlled package access or, better, a separate collaboration repository. Executives get WebEA read-only. Platform admins should not automatically get modeling rights by default. That last point gets missed more often than it should.
Service accounts deserve special attention too. If integrations are planned, be explicit about the identity of those accounts, their scope, and how they are monitored. I’ve seen teams hook architecture repositories into CMDBs, project portfolio platforms, API gateways, and even Kafka-backed event pipelines for metadata distribution. Those can be useful. They can also create a mess if the integration identities are over-privileged and the source-of-truth boundaries are fuzzy.
And then there is the joiner/mover/leaver process. Everybody forgets this until a contractor leaves and still has access two months later, or a user changes role and accumulates permissions like badges on a suitcase. In regulated environments, that is not a minor oversight.
It is one of the first things I ask about in design reviews.
Network placement: stop treating PCS like just another internal app
This is where a lot of infrastructure standards get applied mechanically.
Yes, Pro Cloud Server is “an application.” No, that doesn’t mean it should inherit default placement assumptions without thought.
There are at least four common patterns:
- fully internal only
- internal with reverse proxy for remote users
- partner-access DMZ or controlled external access pattern
- segmented admin channel separate from user access
Which one is right depends on who needs access and under what controls. If an external systems integrator needs access during a critical transformation, the reflex answer is often VPN. I understand why. It is familiar, already approved somewhere, and easy to describe in a risk register.
But VPN-heavy access often drags partner devices, network dependencies, and support friction deep into your internal boundary. In a lot of cases, segmented exposure of PCS through a reverse proxy, with scoped repositories and properly designed identity controls, is the cleaner answer. Not always simpler politically, perhaps, but often simpler operationally.
Also, be deliberate about TLS termination, proxy headers, firewall rules, and certificate ownership. I’ve seen outages caused by expired certificates simply because nobody knew whether they were owned by the app team, the platform team, or the central PKI function. That kind of ambiguity is not glamorous, but it causes very real failures.
And for the love of audit, do not open database ports broadly just because the rich client can technically connect another way.
Performance problems are usually design problems in costume
“PCS is slow.”
Maybe. But usually not in the way people mean.
What teams blame on Pro Cloud Server is often a combination of oversized repositories, poor WAN assumptions, under-tuned SQL Server, storage latency, overloaded shared VMs, too many integrations polling the same estate, and package structures that make navigation painful. WebEA gets accused of being unusable when the real issue is that people expected browser review to feel like rich client modeling over a large and messy repository.
I’ve seen every version of that.
SQL hygiene matters more than people think. Indexing, maintenance, backup discipline, storage performance, and realistic sizing all matter. So does repository scoping. So does understanding user journeys. A search across a massive, noisy repository over a constrained network is a very different thing from a targeted review workflow in a well-bounded repository.
Sometimes the answer is architecture, not tuning. Separate reporting from active authoring. Split repositories that have become too broad. Reduce unnecessary integration polling. Rework package structure so users can actually find things without hammering global searches.
And yes, sometimes buying more CPU or better storage is the fastest short-term fix. I am not a purist about that. I have absolutely recommended throwing infrastructure at a problem to buy time. But it only buys time. It does not redeem a weak repository strategy.
The migration trap: importing chaos into a better platform
Migration is where organizations reveal whether they want a better service or just a newer place to store old habits.
The patterns are predictable: file-based repositories moved into DBMS-backed repositories, multiple legacy EA repositories consolidated into one, ad hoc project standards imported wholesale because no one wants to upset stakeholders, and agency mergers used as justification for rapid consolidation.
This is the trap.
Teams migrate without an archival strategy. They preserve obsolete stereotypes, duplicate root nodes, inconsistent naming, and abandoned package structures because “we might need it.” They merge repositories with naming collisions and no ownership assignment. They skip pilot migrations and discover too late that diagrams render oddly, permissions behave differently, searches are noisy, and reports expose junk metadata.
The practical move is less dramatic. Classify content as active, reference, or archive before migration. Define metadata standards before loading content into the target estate. Use pilot migrations. Validate diagrams, security, searches, integrations, and publishing outputs. Assign package ownership explicitly.
And in government mergers especially, staged federation often beats forced consolidation. If two agencies are merging, that does not mean every architecture artifact should immediately land in one active repository. Sometimes a period of coexistence with a shared reference layer is the grown-up answer.
Not elegant on paper. Much safer in reality.
Integrations are useful, but only after the basics are stable
There is a particular kind of optimism that appears once PCS is live. Suddenly people want the architecture repository connected to the CMDB, project portfolio tooling, DevOps platforms, document publishing portals, API catalogs, and data governance tools. Sometimes there is even ambition to stream metadata changes into a broader event fabric using Kafka so architecture, service catalog, and operational data stay aligned.
I like ambition. I also like sequence.
If your package structure, ownership model, and lifecycle statuses are weak, integrations simply accelerate bad data. They do not fix it.
The design questions are straightforward, but they are often ignored: what is the source of truth for each data set? Is synchronization one-way or bi-directional? What happens on conflict? How often do you poll? How are exceptions handled? What identity do integration accounts use? Who owns data stewardship when records disagree?
A common government example is syncing an application inventory from a CMDB into EA. That can be useful. But only if application ownership, lifecycle status, criticality, and naming conventions are governed. Otherwise you have successfully synchronized mistrust.
I have seen “integration complete” celebrated in steering committees while modelers quietly ignore the imported data because they know it is stale or semantically inconsistent. Technically integrated. Operationally irrelevant.
That is not success.
What to automate and what to leave manual
Automation helps. But architecture tooling is one of those areas where too much automation too early can do more harm than good.
Good automation candidates are pretty boring: deployment scripting for environments, backup verification, certificate renewal reminders, health checks, controlled model validation, scheduled exports, and routine reporting. Those save time without undermining stewardship.
What teams often over-automate is more dangerous: mass taxonomy generation, unrestricted synchronization across systems, broad notification workflows, and permissions derived directly from unstable org structures. Those ideas seem clever until the organization changes, data quality drifts, and nobody trusts what the automation is doing.
My slightly unfashionable view is that architecture tools benefit from some friction. Not everything should be self-service. In government, that friction is sometimes healthy. Compliance matters. Records obligations matter. Model quality matters more than raw throughput. A repository full of low-grade, machine-generated clutter is not digital maturity.
It is just clutter at scale.
Operational ownership: the part nobody wants to fund
Ask one simple question: who owns the service?
Not the server. The service.
Who owns patching? Certificate renewal? User onboarding? Repository standards? Backup and restore testing? Vendor liaison? MDG lifecycle? Performance monitoring? Integration change control? Release notes? Executive communication when something breaks?
The recurring anti-pattern is painfully familiar: infrastructure owns the server, the EA team owns the content, and nobody owns the service. So upgrades become political. Support becomes reactive. Security findings sit in limbo. Certificates lapse. Plugins linger. Runbooks do not exist. And every issue turns into a game of organizational ping-pong.
A workable model is not complicated, but it does need to be explicit. I’d usually want:
- a product owner from the EA function
- a technical service owner from the platform team
- named repository custodians
- a defined change path for upgrades and integrations
- an agreed support model
- a maintenance calendar
- a RACI that people actually use, not one buried in a SharePoint graveyard
This is not bureaucracy for its own sake. It is what stops the service becoming orphaned infrastructure with a modeling tool attached.
And in my experience, this is the area most likely to be underfunded because it sits awkwardly between architecture, platform engineering, IAM, and sometimes knowledge management. Everyone benefits from it. Few want to pay for it.
That is exactly why it needs naming.
The mistakes I would look for in a design review
I’d scan for these almost immediately:
- one oversized production repository with no credible partitioning rationale
- no non-production environment
- authentication model still described as “to be confirmed”
- external users sharing internal accounts
- PCS installed with default assumptions and never revisited
- no restore rehearsal, only backup jobs
- WebEA oversold to executives as a full collaboration layer
- package ownership not assigned
- MDGs introduced without lifecycle control
- integrations planned before taxonomy stabilized
- no logging baseline or health monitoring
- upgrades treated as risky one-off projects instead of normal service activity
If I see five or more of those, I stop talking about tuning and start talking about operating model.
Because that’s the problem.
A grounded case: multi-agency transformation
Consider a central digital office coordinating a transformation across three agencies. There is a prime supplier. There are internal delivery teams. They need shared capability maps, target-state architecture views, standards, transition-state roadmaps, and some solution-level modeling. Security classifications differ across workstreams. Some artifacts can be shared widely. Some absolutely cannot.
A monolithic repository sounds politically attractive at first because it signals unity. In practice, it tends to create governance disputes, accidental over-sharing, and painful permission sprawl.
A more workable design is usually this: separate repositories by agency or sensitivity where needed, plus a shared reference repository for standards, canonical viewpoints, and reusable patterns. PCS sits in a controlled access tier. WebEA is used for senior stakeholders and review communities. Read access can be federated where appropriate. Universal write access is avoided.
Yes, some duplication occurs. Capability definitions may be copied. Some reference content may exist in more than one place. Fine. That is an acceptable trade if it keeps boundaries clean, security sensible, and ownership explicit.
In one version of this pattern, I’ve seen teams also push selected metadata downstream into portfolio reporting and service catalog views, with event-driven updates handled through integration services rather than direct repository coupling. That can be useful. But only after the repositories themselves are stable and governed.
Again, sequence matters.
If you’re just starting, do these five things
Ignore the shiny debates for a moment.
Do these first:
- decide repository boundaries before provisioning production
- build non-production first
- keep access role-based and simple
- define service ownership in writing
- test with real users over real networks
Those five choices will matter more than beautifully polished infrastructure diagrams.
They are not glamorous. They are just the things that prevent avoidable pain.
Stop blaming the tool for enterprise indecision
So here’s the uncomfortable conclusion.
Sparx EA Pro Cloud Server is rarely the hardest part of the problem. It becomes difficult when organizations try to use it to paper over unresolved questions about governance, ownership, identity, repository design, and service boundaries.
That is why some implementations feel smooth and others feel cursed. The difference is not usually the installer. It is whether the institution made clear decisions about how architecture is actually practiced.
A good implementation is not the most elaborate one. It is the one whose boundaries, ownership, and access model fit the institution using it.
And in government, that often means something people resist hearing at first: clarity beats centralization more often than you think.
A single platform does not automatically create coherence.
Sometimes it just centralizes confusion.
