There is an awkward truth about architecture in large programs, especially in government: most meaningful architecture decisions are not actually made in architecture boards.
They usually take shape somewhere messier.
A funding gate asks whether the platform can really be reused. A procurement clarification forces a supplier to say plainly what sits inside its boundary and what does not.
