I’ve seen this play out more than once.
A claims modernization program is already six months underway. The insurer is moving claims intake and customer communications to the cloud because the legacy estate is starting to groan, call center volumes are running too high, and every executive deck now seems to feature the phrase digital journey somewhere in the opening slides. The policy administration platform, meanwhile, is still sitting on a legacy core. Underwriting has its own local workarounds — usually spreadsheets, sometimes Access databases that nobody is especially proud of and nobody really wants to discuss. Business analysts are doing what good analysts always do under pressure: stitching requirements together across PowerPoint, Word, Jira, workshop notes, maybe Confluence if the team has managed to stay disciplined. Architects are presenting application diagrams from an architecture repository that half the room politely nods at and the other half doesn’t fully trust.
Then the meeting tilts off course.
In one version of this story, it was a regulator. In another, internal compliance. In a third, a risk committee chair who simply asked sharper questions than the program had prepared for. The question itself is usually some variation of the same thing: If we change this claims rule, what exactly happens downstream? Not conceptually. Specifically. Which customer communications change? What data is retained differently? Does the fraud scoring model need new inputs? Does the regional consent model still stand up? Which systems are affected? Who owns each dependency? What breaks in the interim state before the target architecture is actually in place?
And the room goes quiet.
Not because the organization lacks capable people. Usually it’s the opposite. The room is full of smart, experienced people. The issue is that intelligence does not create traceability. Insurance makes this harder than many sectors. Policy lifecycles are messy. Product variants differ by region, partner, channel, and filing requirements. Claims are full of exceptions. Servicing processes are full of awkward edge cases. Compliance is not optional, and audit is never theoretical. Then layer on older core systems where important business rules are buried in COBOL, stored procedures, overnight batch logic, or inside a vendor package that nobody has really wanted to disturb for twelve years.
So analysts default to the tools that let them move quickly: documents, spreadsheets, Jira, whiteboards, workshop photos. There is nothing wrong with that in the early stages. A grounded example: digital FNOL is never just digital FNOL
Let’s make this concrete.
A mid-size insurer wants to introduce digital FNOL — First Notice of Loss — across web, mobile, and broker-assisted channels. The executive objective sounds clean enough: reduce call center load, improve cycle time, and make the customer experience less painful. Reasonable. Necessary, really.
Then you start pulling the thread.
The claims core is legacy. The document platform is separate and not especially modern. Fraud scoring comes from an external service. Customer identity and profile data sit in an MDM platform with its own synchronization lag. Regional compliance rules vary, especially around evidence handling, customer communications, and retention. BAs own business process detail, requirements intent, business rules, and glossary refinement. Architects own capability structure, application landscape, integration views, and technology implications. Both own traceability. If either side opts out, the repository becomes lopsided very quickly.
Friction usually shows up in predictable ways. Analysts feel architecture modeling is too abstract to help with immediate delivery questions.
